This message implies that the request from your server is not reaching ShieldSquare for processing. This may be due to the following reasons:

If you have proxy or a CDN employed in front of your server, whitelist ShieldSquare server IPs. This enables ShieldSquare to send and receive the data.
Check if you have mapped to the ShieldSquare instance nearest to your server in the ss2 config file. For example, if your servers are located in the US, map ss2_domain parameter to ss_scus.shieldsquare.net
